The First Cagayan operates in the Cagayan Economic Zone in the Philippines. 

We had been unaware of this regulator and had had no information about its problem solving methods before we took a look at Asian casinos under Playtech platform. Probably, the reason for this is that the Philippine regulator works only for the Asian market and not for the European one. Looking through the casinos regulated by First Cagayan,we couldn???t find any serious unsolved problems, that???s why we came to a conclusion that First Cagayan maintains high standards of service regarding players??? complaints. 

First Cagayan???s website seems to be outdated at the moment. Last changes date back to 2009. We couldn???t find any information about the license obtaining procedure. Also, there is no information how to make a complaint against their licensees. 

It is hard to say how First Cagayan protects players, as casinos display only positive reputation, and it is not clear how to make a complaint. That means, this regulator stands lower than top European regulators but, definitely, higher than Costa Rica and Curacao.
