The Directorate of Offshore Gaming was founded in 1994 and became one of the very first jurisdictions to offer licensing service. This regulator is a branch of financial department of regulating commission of Antigua and Barbuda, a small island to the east of Puerto Rico and to the north of Venezuela. 

It is worth mentioning that the majority of gambling regulators are located in small states and on islands. There are 2 reasons for this.
